On the development of the Institute of Sustainable Public Procurement in the Republic of Kazakhstan

This paper examines the development of the sustainable public procurement institute in the Republic of Kazakhstan as an important element of public policy aimed at ensuring environmental, social and economic sustainability. Sustainable procurement helps to maximize public goods, reduce negative impacts on the environment and maintain social standards in the implementation of public contracts. The first part of the paper analyzes the current state of the public procurement system in Kazakhstan, considers existing legislative initiatives and regulatory mechanisms that support the implementation of sustainable practices. The second part is devoted to international experience and examples of successful application of sustainable procurement in other countries, which allows identifying best practices and adapting them to the conditions of Kazakhstan. The paper also discusses key barriers to the implementation of sustainable public procurement, such as lack of information, limited resources and the absence of specialized assessment mechanisms. In conclusion, recommendations are offered for improving the institutional structure and forming a culture of sustainable procurement, which will allow Kazakhstan to effectively integrate the principles of sustainable development into the public procurement system and promote more sustainable economic and social development of the country.
